Why are some economists and planners concerned about the phenomenon of urban primacy in SoutheastAsian countries such as Thailand and the Philippines?

They are concerned because so many of the students that will gradute and go on to have a place in society and maybe running the government do not know how to run. In thailand and philippines students are getting graduating and they come to have a name in the society. This brings much of the income and other aspects to south east asian countries.
